How soon post-acl surgery could I do this exercise?

That would mostly depend on the current mobility level of your hips. Even more so than the condition of the knee. The less hip mobility you have, the more strain will be directed to the knee. Let pain be your guide really…but for a ball park, I would say 3 months in (if done alone…sooner if the movement is facilitated by your treatment practitioner)
